Clothing Optional Beach – Pebble Beach, Narawntapu National Park

Update 07/06/24 – The West Tamar Council advised PWS that it has now rescinded its decision to declare Pebble Beach clothing optional. 

As a result, there will not be any changes made to the rules for this beach.

Consultation submissions have been received and consultation closed on 2 June 2024. Seven submissions were received.​


​​​​​​​​​The West Tamar Council had formally advised the Tasmania Parks and Wildlife Service (PWS) a resolution for a clothing optional beach at Pebble Beach in Narawntapu National Park was approved at its Ordinary Council Meeting on 19 December 2023.   Please refer to Council’s website for the record of the meeting.


Under Section 14 of the Police Offences Act 1935, a Council may authorise any public place (river, lake, harbour, or stream) clothing optional to bath or sunbathe. Enacting Section 14 does not suspend other sections of the Police Offences Act 1935 relating to indecent or offensive behaviour.

Pebble Beach (476439E, 5453346N) is accessed via a short track off Gardner’s Road approximately 1.1km inside Narawntapu National Park and the township of Greens Beach in the north of Tasmania.

Submissions were invited on the land management actions in response to the authorisation by West Tamar Council of Pebble Beach in Narawntapu National Park, as a clothing optional beach


Further to Council’s decision to authorise Pebble Beach as clothing optional, PWS intended to install appropriate signage to advise visitors of the authorisation of Pebble Beach as a clothing optional beach.  PWS were seeking your feedback on the location of the signage and what, if any, other actions PWS should consider in their role as land manager. ​

How to have your say:

  • all submissions must be received in writing by 11:59 pm on 2 June 2024.

  • be concise in outlining the issue, including: if the number and location of the proposed signage is appropriate and/or if there are any other land management actions that could be considered.  

  • PWS are not seeking submissions as to whether West Tamar Council’s decision to authorise Pebble Beach as Clothing Optional is appropriate or otherwise, or on matters that are related to the Police Offences Act 1935.

  • submissions that do not address the question may not be considered.

Next Steps:

Submissions were open for Six (6) weeks. Following a review of all submissions received, a Submissions Report will be completed with the recommendation published on the PWS ‘Have Your Say’ website.  A notification will be sent out to members of the public who made a submission once the Submissions Report is available to view online.
